TTS text on screen, more TTS Voices

I want to be able to display TTS text as its own overlay on the screen, with customizable font. Additionally, I really really want the Window's 2000 voices as an option for voice selection. Yea I know they are clunky but there is both a nostalgic and a comical nature to them because of it. I know this is requesting 2 features at once but there is no Twitch integrated TTS program that can do either of these in existences AFAIK.
